Dubai Municipality Moves Building Permits Toward Automatic AI Approval

The project turns a core city-planning process into a direct public-sector AI adoption signal, with private and investment villa permits set to move from days to minutes.

Dubai Municipality has launched a project to develop an artificial intelligence-powered system that will fully automate the building permit issuance process, the Government of Dubai Media Office said. The system is designed to read submitted drawings and documents, verify compliance with the Dubai Building Code and relevant engineering requirements, and issue permits automatically without human intervention.

The first rollout will cover all private and investment villa building permit applications submitted by engineering consultancy firms across Dubai. The AI agent will assess plot planning requirements, architectural designs, mechanical, electrical and plumbing systems, structural safety, building stability, and supporting documents before generating building card information.

Dubai Municipality said the 26-week project will proceed through development and testing, a live pilot with selected engineering consultancy firms, and full integration into the Build in Dubai platform. Mariam Al Muhairi, chief executive officer of the Building Regulation and Permits Agency, said the automated permit process supports the Dubai Economic Agenda D33 and Dubai's annual plan to accelerate AI adoption.
