Dubai Makes AI Productivity System Government-Wide

The emirate is moving artificial intelligence from discrete service pilots into a unified operating layer for resource allocation, policy development and institutional performance.

Dubai Government Human Resources Department has adopted the Workforce Productivity Measurement System as a unified government-wide system, pursuant to Executive Council Resolution No. 67 of 2025. The system now covers 32 government entities and provides a common framework for measuring workforce productivity and analysing the relationship between human resources, financial resources and government service outputs.

The department said the system draws on millions of data points and uses machine learning and advanced artificial intelligence to help government entities monitor productivity indicators, improve resource allocation, support policy development and make more accurate forward-looking decisions. The rollout follows a five-year development journey that began with a pilot phase in 2020.

Abdullah Ali Bin Zayed Al Falasi, Director General of Dubai Government Human Resources Department, said the adoption marks a strategic milestone in advancing government work and building a government driven by data and advanced analytics. The system is intended to support service quality, institutional performance and the optimal utilisation of resources across Dubai government entities.
