Abu Dhabi Takes a $56 Billion Project Pipeline to Munich in Search of AI-Led Delivery

The emirate is courting European capital and technology providers for a construction and infrastructure programme it says must be planned, built and run with artificial intelligence and digital twins.

Abu Dhabi will present an infrastructure opportunity valued at more than $56 billion to international investors at EXPO REAL in Munich, where the ADIS International Roadshow runs from 5 to 7 October. The delegation is led by the Abu Dhabi Projects and Infrastructure Centre and includes officials from the Department of Municipalities and Transport, the Abu Dhabi Housing Authority and the Abu Dhabi Investment Office, alongside the developers Aldar, Bloom Holding, LEAD Development, Modon and Trojan Construction.

The centre said the roadshow will target expertise in advanced engineering and construction, industrial technologies, advanced building materials, modular construction, technical services and long-term asset performance. Technology is also a stated priority, with the delegation seeking proven systems in artificial intelligence and data-led capital project delivery, digital twins, industrialised construction and smart infrastructure that can improve the planning, delivery and operation of major projects.

Maysarah Mahmoud Salim Eid, director general of the Abu Dhabi Projects and Infrastructure Centre, said EXPO REAL gives Abu Dhabi an opportunity to take its infrastructure priorities directly to the international organisations that can help deliver them, and that the centre's role is to provide a clear and coordinated framework for capital projects and to create the conditions for effective private-sector participation. The roadshow builds on the Abu Dhabi Infrastructure Summit, which convened more than 17,500 participants, 650 government officials and guests, and over 100 speakers, and on earlier international roadshows held in Singapore, Shanghai and Turkiye.

Judicial Governance

Sharjah Approves an AI Rulebook for Its Courts and Pilots a Virtual Assistant

Sharjah's Judicial Council has approved a governance guide for the management and use of artificial intelligence across the emirate's judicial system, setting out a unified framework for the controlled and secure deployment of the technology in judicial and administrative work. The council, chaired by Sheikh Dr Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah, said the guide covers AI use cases, risk management, data protection, cybersecurity and human oversight, and establishes controls for the lifecycle of AI systems, including procedures for monitoring and auditing their performance and use.

The council also approved the creation of a specialised public prosecution and court for municipal and environmental affairs, and launched an AI-powered virtual assistant on a pilot basis for marriage, notary and attestation services. A separate virtual trainer, Majlisna, will teach judicial employees AI fundamentals, prompt writing and responsible use of the technology. The guide is intended to protect legal safeguards while improving the quality, efficiency and reliability of judicial and administrative services.

Sovereign AI

Dubai Startup MetisJean Launches a Sovereign AI Operating System and Seeks $5 Million

MetisJean, a research and development company based in Dubai, has launched Jean, a sovereign AI operating system that runs inside an organisation's own infrastructure rather than relying on externally hosted models. The company said the system connects to internal applications, messaging platforms and databases and learns how a business works, and that internal benchmark tests showed it cut large language model token usage by 90 per cent by replicating code and workflows for repeat requests.

MetisJean said it raised $3 million, about AED11 million, in pre-seed funding and is seeking a further $5 million, about AED18.4 million, from regional investors. Chief executive and founder Alex Haywood said the system is designed as a white-box alternative whose conclusions can be verified, and that the company is prioritising UAE industries with strict data residency requirements, including finance, healthcare, energy and government. The company said all of its growth in the coming years will come from the UAE.

Abu Dhabi Closes Its First LIVEX With More Than AED150 Billion in Deals

Abu Dhabi's first Liveability and Investment Exhibition closed on 1 October with more than 50 agreements and initiatives worth over AED150 billion, after three days and 26,500 visitors from 50 countries. Organisers said more than 1,500 of the attendees were investors who met government representatives, sovereign capital, developers and businesses to discuss market entry, partnerships and investment opportunities.

Technology was one of three themes. Abu Dhabi Mobility's DUNE platform brings AI-powered analysis into transport planning and decision-making, the Department of Municipalities and Transport and the telecoms group e& are trialling Smart Wadi, which uses sensors and artificial intelligence to monitor flood risk and issue early warnings, and the two launched the department's first Drone as a Service agreement, under which AI-enabled drones will supply real-time data on traffic, urban inspection and construction monitoring. The department said its wider pipeline includes AED450 billion in committed infrastructure investment. LIVEX will return to Abu Dhabi in October 2027.

Space Economy

UAE Space Sector Puts AI at the Centre of a Widening Economic Footprint

The United Arab Emirates' space sector has moved beyond scientific and exploration missions into an integrated economic ecosystem spanning infrastructure, manufacturing, data, artificial intelligence, research and investment, according to a report carried by the state news agency. It cited imaging resolution of 25 centimetres and the AI-powered GIQ platform, which turns raw satellite data into actionable intelligence within minutes and, the report said, can reduce emergency response times by up to 90 per cent and predictive maintenance costs by up to 30 per cent.

The report also pointed to work by Space42, whose subsidiary Mira Aerospace used a high-altitude platform system to monitor wildfires in Spain in September, and to Leonav-1, which demonstrated the ability to receive and process navigation signals from orbit, opening potential applications in intelligent transport, aviation and autonomous vehicles. In January, Space42 and the International Fund for Houbara Conservation agreed to deploy artificial intelligence and unmanned aerial systems to support conservation.
