Abu Dhabi Puts Microsoft Copilot Into Daily Work Across 27 Public Entities
The deployment gives enterprise AI suppliers a live benchmark for sovereign, large-scale adoption inside one of the UAE’s most ambitious digital governments.
Abu Dhabi Government has rolled out Microsoft 365 Copilot to 26,000 civil servants across 27 government entities, building on 9,000 existing licences to bring the total deployment to 35,000 users, Abu Dhabi Media Office reported.
The Frontier Employee Programme standardises Microsoft 365 Copilot as the government’s AI productivity platform, with Advanced Data Residency ensuring AI processing takes place within UAE borders. The rollout includes training and certification programmes, security and readiness assessments, and an adoption framework intended to govern the use of generative AI across public service delivery.
The programme builds on Abu Dhabi’s Digital Strategy 2025-2027 and on a 2025 agreement with Microsoft and Core42 for a sovereign cloud environment capable of processing more than 11 million daily digital interactions. Abu Dhabi is also establishing an AI Factory across government, with a target of hundreds of use cases and more than 1,000 agents spanning functions from document processing and constituent queries to policy analysis.
